In fact, all the animal shelters in the Toronto area (Ontario, really) are considered “kill shelters” by a relatively new group dedicated to animals — the Organization for the Rescue of Animals (ORA), and by noted author Nathan Winograd, director of the No Kill Advocacy Centre in the U.S.Mar 22, 2012

Does the Ontario SPCA euthanize animals?

The animal's best interests are always at the forefront of all decisions we make, including adoption, foster care, veterinary care, transfer to other adoption centres or rescue groups or, in some cases, euthanasia.

So killing animals in Ontario is considered their best interest!!!!

They Have rules for that:

Every animal that is to be killed must be killed by a method that is humane and minimizes the pain and distress to the animal; an animal’s pain and distress are deemed to be minimized if it is killed by a method that produces rapid, irreversible unconsciousness and prompt subsequent death. O. Reg. 60/09, s. 2 (8).
